The Chairperson, Public Service Commission, Amb. Anthony Muchiri today (14.02.2024) refuted allegations levelled by the Attorney General, Justin Muturi against the Commission, when he (AG) appeared before the Justice and Legal Affairs Committee (JLAC) of the National Assembly on Tuesday 13 February 2024.
The AG accused the Commission of:
- Appointing staff including senior staff, for his office without his knowledge
- Appointing two Senior Deputy Solicitors General without his knowledge or approval
- That he (Attorney General) is unable to deploy staff to Ministries as the Commission allegedly insists that deployment of staff is the Commission’s function.
In a letter read to the JLAC on his behalf by PSC Commissioner Dr. Mary Mwiandi, Amb. Muchiri responded to the allegations by providing the clarifications.
" The Commission has always supported the Office of the Attorney General with all staffing needs. Indeed, early in the year 2023, the Commission requested the Attorney General to present indents to enable recruitment of additional staff in his office but the Attorney General declined to do so," reads the Amb. Muchiri letter.
The PSC chairperson called upon the JLAC commitee to take note of the Public Service Commission Act, the Public Service Commission Regulations, Policies and Guidelines make clear provisions on recruitment and appointment of staff which the Attorney General has consistently declined to comply with.
Speaking in the same sitting, JLAC Chairperson, Hon. George Murugara, assurred the Commission that his Commitee will consider all views presented before it when making final recommendations to be submitted before the National Assembly.
In attendance were, JLAC vicechairperson Hon. Mwengi Mutuse, Hon. Farah Maalim, Hon. Mogaka Stephen, Hon. John Makali, Hon. John Kaguchia and Hon. Mohammed Aden. From the PSC, Commissioners; Dr. Reuben Chirchir, Amb. Patrick Wamoto, Amb. Salma Ahmed, Dr. Joyce Nyabuti, Mr. Andrew Muriuki and Deputy Commission Secretary Mr. Remmy Mulati.
